Relation between Public Administration and Private Administration

Introduction

The importance of administration is in both the public and private sectors. However, public Administrationration is an integral part of the whole political process and its main objective is to serve the country and the overall welfare and development of the people. But the role that the public administration, as well as the private administration, is playing for the overall development of any country can not be denied. It is the responsibility of the public administration to bring about overall development by carrying out almost all the activities in social or state life from individual and also the private administration is very much fulfilling this responsibility. That is why it is said that the relationship between public and private administration is very close.

Description

There are two different concepts about the relationship between public administration and private
Administration. The concepts refer to the similarities and dissimilarities between the two
administrations.
First Concept: According to the first concept of the relationship between Public Administration
and private administration, public administration and private administrations are one and the
Same. Henry Fayol said, “we are no longer confronted with several administrative sciences but
with one which can be applied equally well to the public and to the private affairs”

(Dr. MP. Sharma, Public Administration in Theory and Practice., PP.41-42).

Luther Urwick expressed
similar views, “The attempts to sub-divide the study of administration in accordance with the
purpose of particular forms of undertaking seem to many authorities misdirected”

( Dr. MP. Sharma, Public Administration in Theory and Practice., PP.41-42)”.

In fact, the concept has been adopted on the basis of the close resemblance between public
administration and private administration.

Second Concept: According to another concept, there is a vast difference between the two
administrations in terms of the relationship between Public Administration and private
administration. Herbert A. Simon thinks that “the difference between Public Administration and
private administration is sharpened in the imagination of the general people. General think that
public administration is political, bureaucratic and private administration is non-political and
business-minded”

(Simon, Public Administration, P.10).

In other words, it is possible to determine the relationship between Public Administration and private administration on the basis of the above two views. The relationship between Public Administration and private administration is determined on the basis of two concepts, Similarities, and dissimilarities between them.

Similarities between public administration and private administration :

1. Public administration and private administration generally perform similar functions. The functions of large-scale commercial enterprises and private administrations are conducted in the same way.
2. Both public administration and private administration adopt a number of general policies and procedures to achieve their objectives.
3. Both administrations realize that there should be maximum contact with the people.
4. Both administrations are to work in accordance with some set of rules or standards.
5. Both public and private administrations feel that there is large scope for improvement in their areas of action.
6. Both public and private administrations strive to achieve effectiveness and efficiency.
7. Both administrations are focused on attaining the objectives of their organizations.
8. Recently, as a result of state initiatives and participation in industry and trade, the knowledge and experience of private administration are being utilized in the field of public administration. Employees of both public and private industries and businesses are provided training from the same administrative institute.
9. The staff management system is almost the same in both public and private administrations. According to Henry Fayol and Luther Urwick, there are similarities between the two administrations in terms of personnel management.
Thus, there are similarities between public administration and private administration. In fact, as the idea of a democratic and benevolent state spreads in the world, so does the resemblance between public administration and private administration.

According to W. J. M. Mackenzie, “The distinction between public administration and private administration is now quite secondary”

(W. J. M. Mackenzie, The study of Public Administration.,p.136).

Dissimilarities between public administration and private administration :

Despite the similarities between public administration and private administration, they cannot be considered as one and the same. In fact, the differences that exist between public administration and private administration often exceed the level of similarity between the two administrations.
1. Public administration is set up by the government while private administration is set up by a
group of private individuals.
2. Public administration follows a bureaucratic approach while private administration follows an egalitarian approach.
3. Public administration follows a pluralistic approach to decision-making while private administration follows a monopolistic approach to decision-making.
4. Public administration has a service and welfare motive while private administration is profit-oriented.
5. Public administration is accountable to the general people. Public administrators are also
responsible for their activities. But private administration is not accountable to the general people
rather private administration is accountable to its employees.
6. Public administration earns revenue by texas, fine, etc. while private administration earns profit
by its business.
7. Administrators of public administration are paid salaries while administrators of private
administration earns their remuneration through profit.
8. Public administration is a political activity while private administration is a business activity.
The nature of public administration is legal. Public administration always asides by the law as
defined by the law. So Pfiffner and Presthus said, “Public policy enunciated in law provides the framework within which public administration works…everything the bureaucrat does must be
authorized by law. This passion for accountability results in a system of cheeks and balances that gives public administration a distinctive character”(J.M Pfiffner and R.V Presthus, Public Administration, P.4).
9. Public administration is responsible for its activities directly. On the other hand, private administration is responsible for its activities indirectly. According to Corson and Harris, “The public administration carries on his work in a glass bowl, His action is exposed to public review
and criticism at all times. His mistakes tend to be widely published and his achievements after pass unnoticed, he has both a problem and an obligation”

(Corson and Harries, Public Administration in Modern Society., p.13).

Conclusion

In conclusion, we can say that Public administration and private administration are both integral parts of the administration of any nation. Administrators in both these types of administrations use basic functions of management such as Planning, Organising, Directing, and Controlling. It is not fair to say one of these is better than the others. Public administration runs in a governmental setting, and that is why it is also known as government administration. On the contrary, private administration is a business process, hence considered as business administration. Both of them play a crucial role in contributing to the development of society. Both types of administrations complement each other. They play a great role in the development of a country.
